Vaccine Registry


The Problem

As of January 2021, the COVID-19 vaccine rollout in Massachusetts has been fraught with problems and slow-going. Senior citizens are reporting issues with booking vaccine appointments. Vaccine supply is scarce, yet doses are going unused or wasted. Communities of color are hardest hit by the coronavirus, yet this demographic is most hesitant to receive the vaccine.

How can we create an improved COVID-19 vaccine rollout experience in Massachusetts?*

The Solution

Powered by a centralized vaccine registry system, a vaccine lottery and mobile vaccination and pop-up service aim to reduce friction within this process and provide equitable access to Massachusetts residents.

Current state journey mapping from the vaccine allocation through the administration of the second dose, featuring the vaccine site, patient, and backend systems.

After identifying challenges and opportunities areas along the journey, we decided to focus our ideation on helping MA execute the first dose of the vaccine to the general public.


FUTURE STATE

Vaccine Registry

All residents in the state who want to be vaccinated can opt into a centralized registry, either online or by phone. Residents can set vaccine site preferences (near home/near work/mobile delivery).

Each resident is assigned a priority score based on their profile information, including: city/town, age, race/ethnicity, occupation, health history/risk factors, and who they live with (other household members). Information will be verified to avoid dishonest applicants. 

When registrants become eligible for the vaccine, they receive a notification (email/text/snail mail) with an automatically assigned appointment. The appointment will be at a location closest to their home or work, or through the mobile delivery service, if there aren't any locations nearby.

If the assigned appointment (time/date/location) doesn't work for the registrant, they can go online or call to choose a different appointment.

Vaccine Lottery System

Leveraging the Massachusetts Vaccine Registry system, vaccine sites can offer surplus doses to registrants who are determined to be high-priority and who live or work closeby.

When extra doses are available, a notification is sent via SMS/email/robocall to a select number of registrants. The first registrants to respond can claim the available vaccine.

Mobile Vaccination Service

The mobile delivery service brings COVID-19 vaccinations to residents who lack transportation to a physical vaccination center, or who cannot leave their home or workplace during the day to receive the vaccine. Driving routes are automatically generated by a mapping service that integrates with the appointment scheduled through the Massachusetts Vaccine Registry system.

Pop-up Sites

Partnering with schools, fire stations, community centers, or businesses, pop-up sites can be set up to administer COVID-19 vaccines in targeted towns that may be within a pharmacy desert, or in an area with higher rates of transmission (ie, next to a factory).
